A lifelong resident of Charleston, West Virginia, Mr. Skaggs chose to remain in the region after earning his law degree from the West Virginia University College of Law. Prior to establishing his own law practice, he worked as an Assistant Attorney General and more than 40 years in the private sector.

Mr. Skaggs represents individuals harmed by exposure to asbestos, lead, carbon disulfide, trichloroethylene, polychlorinated biphenyls, isocyanates, coal dust, defective equipment, and other hazardous substances. His work includes advocating for clients who have suffered serious physical injuries to the legs, arms, back, pelvis, or skull, as well as those diagnosed with complex occupational diseases such as peripheral neuropathy, asbestosis, silicosis, mesothelioma, occupational asthma, occupational bronchitis, pleural disease, liver cancer, bladder cancer, adenocarcinoma, sarcoma, and squamous cell lung cancer.

He also represents property owners whose land has been contaminated by dioxin, coal dust, or debris generated by mechanical automobile and appliance shredders, including fines and fluff. In addition, Mr. Skaggs assists clients affected by excessive noise from trucking and recycling operations.
